The Federal Government is planning a comprehensive reform of the German intelligence services. An almost 700-page draft law proposes to give the Federal Intelligence Service (BND) and the Office for the Protection of the Constitution significantly more powers. Among other things, new options for cyber attacks, the use of artificial intelligence, biometric evaluations and greater monitoring of communication data are planned. In the future, the BND should also be able to attack IT systems and ward off digital attacks under certain conditions. The reform is to be discussed in the Bundestag from autumn. Proponents see this as an adaptation to new threats, while critics warn of possible interference with civil rights. Holger Stark, head of the investigative research and data department at ZEIT, explains what the federal government is specifically planning and how much the reform could actually restrict citizens’ rights.
