Pennsylvania is committing $37 million in federal NEVI funds to what PennDOT says will be 515 new public electric vehicle charging ports across the Philadelphia region, including curbside chargers.

Awards cover Bucks, Chester, Delaware, Montgomery and Philadelphia counties. PennDOT says the projects will expand public charging availability by 27% across the region and 53% in Philadelphia.

Curbside charging gets a boost

For drivers without a driveway, curbside charging gives them a place to plug in while parked close to home.

It’s Electric PA was awarded $2.93 million for 157 Level 2 street ports in 13 Philadelphia neighborhoods. Voltpost received funding for another 62 curbside ports in the four suburban counties.

Fast charging is also getting funding. PositivEnergy received $7.2 million for 54 DC fast charging ports in 11 Philadelphia Parking Authority lots. Tesla received two awards of $392,000 for eight ports each at Royal Farms in Broomall and Wawa in Plymouth Meeting.

NEVI reaches the neighborhoods

The money comes from the federal National Electric Vehicle Infrastructure (NEVI) program, created by the Biden administration’s Bipartisan Infrastructure Act. Pennsylvania’s five-year allocation is $171.5 million.

NEVI initially focused on fast charging along designated highway corridors. States can spend the money more broadly after the Federal Highway Administration certifies that its corridor charging requirements have been met. Pennsylvania received that certification on September 22, 2025.

In fact, Pennsylvania has so far built 54 electric vehicle charging stations with NEVI funds, more than twice as many as any other state.

PennDOT’s community charging program supports Level 2 and DC fast charging. Their published program’s minimum requirements include at least four ports per proposed station, at least 6 kW per port, two ADA-compliant parking spaces, and J1772 or CCS connectors at each port. The equipment must also meet Buy America requirements.

More financing rounds are coming

PennDOT lists 71 awards in this Southeast round as part of its approximately $100 million community charging effort across the state.

Applications for the Western Region close on November 20. Applications for central and eastern Pennsylvania close March 12, 2027.

For Southeast projects, PennDOT’s estimated timeline places environmental reviews between November 2026 and January 2027, followed by agreement execution in January and February. Drivers will still have to wait for construction and commissioning before these prizes become plug-in spots.
