The municipality of Moosinning is considering a digital chatbot. The AI ​​assistant speaks over 100 languages ​​and is always available.

Moosinning – Can artificial intelligence (AI) relieve administrative employees of work in the future? The Moosinningen local councilors have dealt with this question. The Cosmema company presented its home AI chat at the session.

The municipality of Moosinning was one of the first to install the home app, a digital extension of the newsletter, explained Mayor Georg Nagler (SPD). Another update from the service provider Cosmema, from which the app also comes, is the digital chatbox, which is intended to make it easier for citizens to address concerns to the municipality.

The AI ​​application would integrate a chat function on the municipality’s homepage, as Halim Ferizi explained to the municipal councilors. He is convinced that many of the citizens’ inquiries can be resolved quickly and easily. Because the majority of inquiries are constantly repeated.

“I need a new ID card. What do I have to do?”, Ferizi gave an example of a request that can be easily solved using an AI assistant without a special call to the administration. Also the questions “Can I get married on Saturday?” or “What do I have to consider to register my dog?” he gave as examples and explained: “The AI ​​person, who in Moosinning could be appropriately called ‘Moosi’, has the knowledge of all employees in the administration and also speaks over 100 languages.”

AI is not intended to replace anyone, only to complement it

Through data sources in the background, a simple language, the accessibility of the function and the integration of supra-governmental information, “Moosi” can ensure an enormous reduction in the number of calls in the administration. “We’re talking about around 60 percent fewer calls and 80 percent increased citizen satisfaction,” says Ferizi.

This is not about replacing administrative employees. Rather, integrated AI must be seen as a supplement. “The citizen enters his question and ‘Moosi’ answers immediately with all the forwarding links or the correct application forms. He is also available 24 hours a day,” he said, citing the advantages. There is no limit to the number of requests that the chat assistant can handle.

The AI ​​application should cost a one-off amount of 5,490 euros plus VAT. There is also an additional 395 euros per month. All necessary licenses and further developments are included. The company offers employees a free AI driving license. The administration would not have to worry about the tool.

Nagler spoke in advance with some mayor colleagues who are already working with AI on the administration’s homepages. “It’s a completely different story, especially for the citizens. Although the calls to the administration are fewer, the direct benefit is clear for the citizens. They find everything they need much more easily,” he said. Basically, the municipal website contains a lot of information, “but it also makes it difficult to find what you need.” Josef Romir (SPD) saw the advantage of the application primarily in its accessibility outside of office hours.

The AI ​​assistant has been in use in Berglern in the district since November 2025. Since then, there has been no evaluation of the reduction in expenses for employees, as the administration explained when asked. In principle, however, the feedback from citizens is positive.

In Moosinning, the local councils want to take a closer look at existing AI tools on the websites of other communities in order to then make a decision.
